How does one change Block Titles?

Hi,
you can change block titles from block settings. These are accessed either automatically when you add a new block (the settings will pop-up) or by clicking on the little pencil icon here: http://screencast.com/t/yCCnKs4P6
Please note that the default title will not display on any block. You have to change the title from the default one for it to display on the front-end.
