The tag links are added by WP, bot our theme so you will probably fond your solution on thew wp forums as our theme does not change the tag structure: https://wordpress.org/support/topic/how-to-remove-links-from-the_tags
or maybe a plugin: https://wordpress.org/plugins/wp-no-tag-base/ (not tested)
