unmindful that property is failing to make the submenu does not disappear when you remove the mouse

Hi,
This is most likely a plugin conflict. Please disable all plugins except visual composer, clear cache and reset cdn files. Then check the menu again. if the problem goes away, then you need to identify the plugin causing it.
