Hi,
I want to create my site first on a local host and then move it to a site I already have running. Once I activate it on the local host will I be able to move it without having to pay anymore?

Hi,
No problem. you can move to alive site using the same activation code. A localhost is considered a testing platform so that does not fall outside the boundaries of the theme license
