how to give access only to theme panel ads for other users without giving access to all theme panel settings.

Unfortunately, our theme does not have any such an option that allows you a way to give access to your users only to Ad Section from Theme panel, sorry! Please notice that is not a simple task and it involves some additional customization and hard coding in order to achieve as you wish. This request involves custom work and if you are not aware of the steps which are needed to take in this regard, please consider hiring a freelancer/developer to help you because we cannot provide custom work at the moment, sorry!
