I’m interested in showing Sign in / Join (especially on mobile) but I’d like them to go to a different registration system (outside of WordPress). So I’d simply like to have Sign In by a hyperlink and Join be renamed Register and hyperlink to a registration page. Am I able to do that? Also, can I make it just show on mobile?

Our theme has no such setting so it has to be made custom. You can try to use a 301 redirect:http://www.wpbeginner.com/beginners-guide/beginners-guide-to-creating-redirects-in-wordpress/ or by editing the theme files and changing the login functionality:
