I am facing a problem with tags. I added few tags to some of my articles in capital letters. For example: TAGDIV. Now I want to add the same tag but in small letters like tagdiv. But when I try to do that the final tag that is published always remains capital TAGDIV (as it was the first tag added).

Well if you use the same word for the tag, only the first one remains. If for example I want to add these tags: https://www.screencast.com/t/sXXgi6IoKf3
The tag is still tagdiv. It is not case sensitive. They will be removed and only the first will be shown, the capital letters one because it is the first: https://www.screencast.com/t/zA366Iva9
But if I add different names: https://www.screencast.com/t/K1uuZ970 they will be kept in the form you type the in.
