I am running newsmag with a standard sidebar, smart sidebar is activated. I recently joined a different ad network and here is what they replied to me:
With your current setup, as your page shrinks in width, your sidebar also shrinks in width. Since our ads in your sidebar will have a fixed width of 300 pixels, this means that some users not viewing your page in full screen or on smaller devices could see part of the sidebar ads cutoff, which could put you at risk for an ad policy violation, and we definitely want to avoid that.
What we need is your sidebar settings changed so that the sidebar stays a fixed width of at least 300 pixels as your page resizes, breaking to the bottom of the page at 1023 pixels of page width. This ensures that all users on all devices see the ads properly.
How can I achieve this?

Please keep in mind that your theme does not have any problems regarding on Sidebar and Ads, sorry! As you can see, the theme is fully responsive and for mobile devices, the Sidebar will fall down at the bottom of the page. I do not know where is the problem. Please provide more details about what you mean and also, provide your website so I will be able to provide a more accurate response. We are experiencing the exact same issue. Our website is http://abritandasoutherner.com and we are working with the same ad network (probably!) and they sent the above message to us also.

If I slowly resize the browser, I notice with the current Google Adsense sidebar ad that we have that it does start cutting off at
Any idea as to what is causing the issue?
Google serves ad based on viewport, and are thus served responsive vs fixed width, but a fixed width ad which is not text based will not resize on the fly by changing page width. Ads are served by adsense, not be theme. See the google help for info on how responsive ads work to better understand this.
With your own custom ads you can make ads responsive with css using percentage width max width and height auto in a custom class. Lots of info on making ads responsive online if new to css.
