We are using a reverse proxy setup and need to change where the primary logo links to (which is different than what’s listed under “WordPress Address (URL)” and “Site Address (URL)” under Settings > General).
What’s the best way to do this?

Sorry but I cannot provide any solution to make this a plugin. You will have to read a few tutorial on how to create wordpress plugins: https://codex.wordpress.org/Writing_a_Plugin
There are multiple steps to take in creating a plugin but this is not covered by the theme support.

Thanks. I do know how to create plugins, was just hoping for the standalone function code to make it happen with your theme.
Sorry but you still have to edit the theme code in order to achieve your goal as the theme does not have such an option.
