It doesn’t matter what menu I choose for my widgets, or the footer in the newspaper panel, it’s always my primary menu which appears.

Morning Catalin, I should have been clearer. I have setup menus, which work fine on other themes. I have selected the custom menu widget and pulled it to the footer space, but regardless of which menu I select I only see my primary menu.
As said, I briefly swapped themes and its working fine with others.

I have tested the custom menu but it works fine on our end. Please make sure you clear all caching on your site and contact your host and have them disable any hosting side cache they might have in place.
Plugins can also interfere so please disable all plugins except visual composer, clear cache and reset cdn files if you use it. Please also check any custom code you might have added to the theme panel or the theme files. If you use a child theme, please switch to the main theme to make sure it does not affect the proper functionality of the theme.
