I have followed the size requirements for the logo and uploaded it. However, when I do do it does not size right and remains too large for the area allowed with the ad space at the side. See http://www.argusnews.org for the current view with to much white or empty space around it. I have had to add extra space around the image in Photoshop in order for the whole logo to fit. this is not what I would like to happen.

I have inspected your website and I saw that you do not respect the recommended size for your logo, as you can see here -> https://www.screencast.com/t/XCJIwWPvR Why? You should have 272*90 px for your logo. Otherwise, you will bring some white spaces (padding). After these changes, clear all your caches and check the results.

A quick note to anyone reading this thread if you are having the same issue, check that your image upload is set to the full size and that you are not using the thumbnail version!!! that was the solution that TagDiv found for us and it worked….kinda like magic.
