I created a new footer menu by category in the Themes>Menu and selected footer menu location but there is no link in the webpage, also I tried customs links but it didn’t work as well. Do you have any idea?

Hi,
It seems you can not click on any of the footer links in the custom menu even though they are present. Please try to disable all your plugins except Visual composer, clear any caching installed and check again. Also check any custom code you might have entered in theme panel, or added to the theme files that could be related to the footer, or the menu items. Also double check the menu and make sure everything is in order. Then I see no reason that the menu should not work properly.
