This is actually a WordPress trick. Our theme only uses the date from WordPress on it’s modules and blocks but you can add the time to the date code as well. You can add the time in the custom date setting like so: F j, Y, g:i A : http://screencast.com/t/vkDY3VK2o and now you will have something like this: http://screencast.com/t/xbt8qgRy7k6s

Sorry but the news ticker cannot have a date and time. It can only be added through customization.
I’m not sure what layers you are referring to. Please provide more details

The modification to the time format will be displayed on pages as well as posts

The date and the time of the publication of the post will be displayed. Some modules or blocks may not display the date because it is not part of their structure. Please correct me if I misunderstand.
