when I open add element section and scrolling for more blocks/grids it did not scroll down.

Hi,
That should not happen, you should be able to scroll and see all the page building elements. Please check the theme system status and make modifications to the parameters mentioned in this guide, if necessary

Then deactivate all your other plugins, except the tagDiv composer and clear any installed cache. After this make a test and see if everything is working as it should regarding the composer.
Please let us know if you still have problems using the editor.
