how to change hover colors in H3 text

Hi, I want to change the hover link colors in my H3 text. the text stays black when I add a link to the text. and I can’t change it in the Theme panel.

Thank you for your reply, but I kind of fixed it already using the following code:

color:#e8554e;
}
