Please tell me is there a built-in solution to separate the content on the site. I mean, that for different cities would show the same menu, but led to different pages with different content?
Simply create different ‘categories’ for each city, then add that city to the menu once you have posted content inside that category.

but it is not possible to use the same main menu. for example: tabs in menu: “business news”, “news culture”, and etc
if I choose the category “Paris”, then I want to see the main menu, and by clicking on the tab “business news” i want to see Paris bussines news, but if I choose “Marseille” I want to see same menu, but by clicking on the “business news” i want to see only the business news of Marseille

That would require creating a custom menu per category, which I don’t know of any theme supporting, as you’d have to conditionally change the ‘business news’ link to land on different page per topic.
