Allows access to Theme panel for other user roles than Administrators

Hi there,

I want Theme panel to be accessible not only from Administrator users, but also from Editors or if possible from custom user roles.
I used some plugins like “User role editor” and “Admin Menu Editor” but couldn’t achieve this.

Is there a way to make this happen?
