I am no longer able to upload CSV files or create new users and passwords via wp dashboard. And now all of my page links are not working and I’m getting 404 error.

You can try
a) via FTP rename the plugins folder to kill all plugins to gain control
b) that ‘should’ allow you to login unless you damaged your dbase in some way
Otherwixse
c) go to a backup from before you tried importing something
always make backups via phpMyAdmin of dbase before doing any import/export of content to a dbase in case you break it, so that you can immediately roll back.
