Not Settings> General> j F Y, H:i but in de theme script.
If I adjust the time via Settings> Overall, plugins will show a double time

The settings you have in WordPress seems to be set properly, so there should be no problem. The configuration you set there will affect the date format displayed on theme modules and post pages.
I could not say why the time is displayed twice in the screen you provided. If it is displayed like that only in the backend, this should not be a problem. On the website I do not see any problem with the date and time format.
