Admin toolbar inside a wrapper like the top bar

I’m wanting to put the adminbar (admin toolbar) inside a wrapper like the top bar.

Any ideas how to achieve this?

Hi,

The top bar is a theme element, but the admin bar is a WordPress element. The file responsible with the admin bar should be inside the WordPress wp-includes folder.
Please make a backup before making any modifications to the WordPress files, just to be safe.
