It all depends on how you want it to look, or what exactly it should contain. There are many text elements which can be used, also there are many text with images. Check the multi-purpose section in the tagDiv composer

Blocks and grids will only display posts, but there are many other elements that you can use to display simple text links. Try different items and pick the one you like.

If the links lead to actual articles, then you would have to edit the elements and keep replacing them. But if the links would maybe lead to category pages which keep refreshing and displaying new content or pages that have dynamic content, then you would not have to make any changes to the links. So it all depends on where the link leads.
