I have tried to set up a Menu using the TagDiv and the Appearances tab. In the composer I can I see the menu and the window works but when I save and go to preview the menu does not show up. Same with setting it in the appearances tab. I click save and the menu disappears.

The menus indeed can be set in Appearance->Menus, there you can edit the menus and their locations. Save the settings once made, there should be no problem doing that.
Or set the menu through the theme panel, each location has a setting, like this example for the header

If you already tried this and the menu is not setting, try deactivating all plugins, leave only theme plugins active. Check the theme system status

Ask your hosting provider to increase the WordPress allocated resources if needed, according to the guide. Then check if you can set a menu properly.

Now this is unusual, so you cannot set a menu in either WordPress settings and also theme panel. Please provide some more details about what exactly is happening when you try to set a menu, some useful screenshots if possible.
Try as a test to switch to a default WordPress theme and see if you can set a menu in that case.
So the problem is still happening even on a default WordPress theme, that would mean there is something wrong with your WordPress install (if you ruled out plugins). You might need to re-install WordPress if you cannot set a menu using a default theme either.
Also maybe you could contact the hosting provider and mention this issue, there might be error logs they can check.
