Admins can only Add Existing users, not New?

Hi – I am a network superadmin, and I am handing the site off to its admin. However, he does not see the Add New User button, only Add Existing. Why is that? Can that be changed? He needs to be able to add new users.

That would be how WordPress treats the super-admin and admin roles in a multisite network
