That would appear to be a carousel/slider element, it would be similar to the revolution slider which is provided in the theme package along some demo sliders.

A specific carousel element is not available in the tagDiv composer at the moment, it might be at a future time.
In the theme you can stretch rows to specific predefined widths or full width, to achieve wider results

Can we still use the background ad option in the remaining content?
If the background is set through the theme settings (image or color) then the website will be boxed. The slider will not be full width anymore.
