i have Adsense In-Article Ads. But when i insert the code in “Article inline ad” there will be shown a small ad, not the Adsense In-Article Ads format.
Where can i change this?

You can select the size of the ad you want to show from the ad sizes dropdown here: https://www.screencast.com/t/xKelA5wfs
If you use a sidebar on your post, then the max size of the content is 696 px. That means the biggest ad size you can implement from that list is the 640 px size.

i know the dropdown-menu for ad sizes. But why Newspaper don’t use the Adsense code in the corrrect way, that’s the reason why Adsense made ads like in-article?!

Sorry but special types of ads such as in-article ads, in-feed ads, or page level ads are not tested with our theme so there could be unexpected results. You can try to use the adrotate plugin to implement this types of ads.
