Homepage can display only PRIMARY CATEGORY post in every single Category block. for eg. in national category Block only posts can display which have PRIMARY CATEGORY is national.

Sorry but blocks do not have special conditions to filter just the posts that have the category set as primary. A block will show all posts that belong to that category no matter if it’s primary or not.
You can try an alternative solution and filter your posts by tag. Add specific tags to the posts you want to show in a block and then filter that block by tag.
