Theme is responsive. What are you referring to that is not?
Responsive means that elements load at different sizes based on viewport.
You can test this by dragging ‘in’ the edge of web browser and see how the page resizes and moves elements to fit.

So you want to have a full width layout. A general width setting does not exist, you can stretch rows or use full width grids. There are full width elements to be placed in pages, like grids
