The editor role missing a possibility to format a text in the post with quotes dropcaps etc.
This panel is missing in this role, which available in administrator role.

I have checked this, an editor role has access to the post settings, including the formats tab where the quotes styles are displayed

thank you so much for your precious feedback. You have got it right. And if you has checked the editor role but not administrator, that I really have an issue there. Do you have any glue what is a root cause and how to solve it?

PLese help I guess I have tried every thing I knew. It looks like it is some global WP glitch or so.
Attached you can fing screen from how it is the editor role loks like without mentioned panel for formating.
So I tried to deactivate all the plagins without success. As well as I tried to switch to defaul theam for a seceon (as local news site is running). I also instaled some pluginf for user roles configuration and tried to add all possible roles fo editor (literally I have promoted this role to admintistrator). Nothing of that was successful. Then I figure out very sad thing. If I create a new admin role it also has no that formating line! So now I have only one admin user (I guess which was created during WP installation) wich has ability to perform additional formating! What kinf of stupid glitch is that?

Sorry for disturbing I guess I has figure it out this my little stupidity. Now it works fine. And was. I just has to turn it on this stupid (non informative) button for toogling on and of that Row 2 of Visual editor!
I am really sorry, I have newer use that button before.
May be this will be a lesson for somebody else.
