The css option does not work but the mouse option works.
Does everyone using laptop touch-pad experience this?

@dennis. Yes, I used to have a mouse which stopped working, but when I switched to touchpad I noticed the scroll issue and even reported it here. If you use a Windows laptop, you can activate the touchpad “edge scroll and zoom feature” (Dell laptop) or simply Google search “enable touchpad scrolling” and specify your laptop brand.
