How to design Custom Block

Dear Support.
I am looking for a custom block for my website. I have find a similar website that has my preferred block layout but i do not know to design block in such way. Source Block Sample https://prnt.sc/kp7xmy . Source Website – https://allforexbonus.com/ .

NB: this website is using your newspaper theme.

Hello,

The block is custom made. It is not a default implementation. The user modified a theme block in order to get that design. It is block 21 but altered.
