So I am in the process of adding a new contributor to my blog, however, he does not have permissions to use the post settings ( http://prntscr.com/kssbp7 )
I want the contributor role to be able to use these settings so he can use the smart lists and the post templates.
Could anyone give me a bit of assistance when doing this?

Our theme does not modify the user roles and capabilities of WordPress: https://codex.wordpress.org/Roles_and_Capabilities
If you need to grant access to a certain user role, you will need a user role editor plugin.

Thanks for the speedy reply, however, I still need some help.
I want to create an account for a writer which can have access to the themes post settings, this means he or she can make use of the themes smart lists and so on.
The author role allows the user to use post settings but also lets the user post to the blog without an admin having to review it. I downloaded a role editor plugin and when I remove the permission “publish_posts” it also removes the post settings for the author role.
I just need to know how I can stop the permission “publish_posts” from also removing the post settings.

Sorry but you cannot. If you cannot publish a post, you cannot use the theme panel. Sorry. For this you will need to hire a freelancer to modify the theme implementation for the theme panel.
