Tilte and Tags As Standard Case

Hello….. I want on wordpress editor title and tags should be in “Standard Case”… Suppose while writing blogs we put the title as “i lOvE THIS world” than it should be automatically set as “I Love This World” and same for tags as well.

I want Title and Tags should be in standard case even if we type in other cases… Please help me.

I am not talking about the title on the featured article, etc…

I am talking about the post page of wordpress that if author types Title and Tags while creating a post…. Title and tags I want to be stored in the standard case… Please help me doing this.
