I have not seen that message before. As an admin you should have access to all the WordPress and theme settings, including the theme panel.
Do you maybe use a security plugin or user role/capability or permissions plugin? Or a security module provided by the server maybe?
Try to deactivate all your plugins (except theme plugins) and check again.

Hello, I have deactivated all plugins to troubleshoot and that did not work. Still unable to access Theme Panel.
I discussed with WordPress support and they said that the theme is not compatible with their infrastructure. Surely this can not be the case, given that Newspaper is such a popular theme, correct? This is becoming a large problem for my site, as we have purchased the theme, but will not implement it without access to the Theme Panel, which contains almost all the customization settings. If it does not work I will need my money back, as I have not received what I paid for (a reliable, strong theme).
If you use a business plan they seem to allow users to upload preferred themes

Maybe there are still limitations even with with the business plan, we haven’t made any testing with such an environment up to this moment. Sorry for the experience you had with the theme, but chances are that the problems you faced are most likely not caused by it.
