I recently bought newspaper theme and so far i am happy with most of the features but one thing i noticed yesterday is that the view count for the posts increases with every page refresh. i would appreciate it if anyone has ideas on how to make it not count every page refresh from the same browser window.
It is simple hit counter, nothing more.

The View Counter is count the numbers of visiting of post, so if you refreshing the page is lake you are visiting the post again.

Unfortunately there is no option to do that, sorry; perhaps this is possible with some custom work in the code, but it need to have some code skills to do that.
If you want to have this functionality, you need to implement it yourself through the code and if you are not aware of the steps which are needed to take I this case, please consider hiring freelancer/developer to help you because we cannot provide custom work at the moment, sorry!
