I’m probably missing something obvious, but how can I use templates like headers or footers in my layout? When I select page templates I see the “Create template” button, in the other cases I see a “Create page” button. I create the page but I don’t know how to use it.

Hello,
The footer page, a homepage or any other page related elements get saved as separate pages.
you can set a homepage in the wordpress settings .
