I’m pretty sure it’s not a feature in the theme, but I want to add a clickable image that links to another page. It also scrolls with the user as they read the article on a page. For example: https://bit.ly/2RJ0BZW – like the “U.S Free LOcal Quote” seen on this page.
If you could provide advice or signpost me in the right direction that would be greatly appreciated.

The image clickable you can achieve by setting a link on image, example using tagDiv Composer -> https://www.screencast.com/t/IZ8HJhubw1dI
The “U.S Free LOcal Quote” can be set with some plugins.
