I have a newsmag license (several years old) and I am building a site with it.
If I later want to change to the newspaper theme, can I do so without changing all the layouts, posts and pages – or are the two themes not compatible?
My question is if I should make the change before I start building it or going ahead and starting with newsmag is a good investment because it is easy to switch later.

If possible I suggest building the website with the theme you want to use from the start. Because if you switch the themes, you will have to do it all over again. It will be like using a different theme.
But if its not possible, it will however be relatively easy to switch themes if you plan on using theme demos. For example you start with Newsmag, then at some point you switch to Newspaper and install a Newspaper demo. Customizing it will take some time, but not that long. The rest of the pages built with Newsmag may need adjustments, because while some blocks are compatible between themes, the others are not and will have to be replaced.
Bottom-line, it would be better/easier to start with Newspaper directly if this is the theme you plan to use on the website. This way you can avoid reworking the website after you switch themes.

I think going with Newspaper is the right choice…
I see above that a customer was able to get a refund for newmag in order to buy newspaper. Is that also an offer if the purchase lies several years in the past, or only for recent purchases?
There are still some rules for refunds. We are flexible when it comes to approving refunds but for example Envato will not process refunds for products purchased more than 180 days ago https://prnt.sc/tH0aXNFcrH-J We usually approve refunds for purchases made within that time limit, but for older purchases its out of our hands unfortunately.
