Create title attribut for block header

Is there an easy way to create a title attribute for a block header link, like a tooltip when hovering the header title?
I use the Block 1 and the Block header 10, with a title url link, for instance linked to a category.
Then I would like to have i popup title attribut like the once used for post titles.
I have tried with a few different “Extra class”, but I don’t really think that is possible…

I have tried that one, but I don’t want a different look from the usual title attribute hover function.

You can try some plugins that can do that like those:

Tooltipy (tooltips for WP) -> https://wordpress.org/plugins/bluet-keywords-tooltip-generator/
