I would like to load post ids for each block I use via shortcodes that return specific ids from functions. For example: [td_block_1 post_ids=”[myshortcode]”], where the myshortcode will return the required post ids. How I could achieve this?

Unfortunately, the theme does not have any such an option that allows you to do something like this, sorry! The only option for post ID Filter can be found in each block from here -> https://www.screencast.com/t/NzVuaRBmuOX If is not what you mean, please notice that for achieving as you wish, is required to make some additional customizations through the code which also, involves doing such custom work and we cannot provide these kinds of services at the moment, sorry! Usually, we recommend the developers from studio.envato.com.
