add a block with similar articles

Hello.
1. I can’t add a block with similar articles on the main page.
2. I need to add a banner ad under the navigation buttons and above them.
3. I can not add a block of advertising in the sidebar.

2. You can add those banners using the new header builder that was include in v9.5 -> https://tagdiv.com/header-main-menu-newspaper-theme/
