so when i open this page in pc browser the video plays fine but when i open it in mobile view is shows the youtube symbole and wont play.

Unfortunately the video background option is only for desktop version for the moment, maybe in coming updates will be available on mobile version too ( what you see now on mobile is just a thumb, is not the video ).

so is there a way to see custom thumb on mobile because if this is a action or sales page the content does not link to ad copy so the conversions are going to be little to non. also almost all of my trafic to this page will be on a mobile

That video is only on background, if you want you can set an image on mobile, you need set two rows, one with background video this one will be display on desktop and hide for mobile, and one with a background image , this one will be display on mobile and hide on desktop.
