Sorry for misunderstanding your issue !
It appears that you have a plugin conflict here. Please deactivate all non theme plugins, also if you are using child theme or cache plugin, please deactivate them, clear all cache and try again.

And for your information – it is only in this special item, that pagination don’t work, and only in cloud template themes. It has worked fine in previous updates of newspaper theme. It has begun with update 9.7.
