Unfortunately at the moment the newsletter is not compatible with the mobile versions. I’ve passed this issue to the developers and we are hoping for an update in the next updates as soon as it is possible.

Can I implement the newsletter on a page and then put that page in the footer?

That is possible, you can create a page with the composer containing the elements you want. Then set it as footer page in the theme panel – http://prntscr.com/nl34s5
