What is the use of tagDiv Cloud Library? Is it important to install this plugin for the theme to function properly?

It is not required for theme to function properly.
cloud library is compilation of templates (for headers, footers, posts, pages etc.) which you can import and use directly. you will not have have to build everything from scratch. though you will have to do some changes in those templates to fit your needs.

Indeed ! The cloud library is as it sounds, a library where you can find different templates that helps users to have more choices when it comes to their page designs.
If you keep the cloud library inactive it will not affect your page.
