We purchased Newspaper last year and installed at a temporary URL/server where multiple people in various locations would be able to test and tweak it, but the general public would not know to look. Unfortunately, it’s taken a long time. We’re trying to finalize the site, but we need to access the cloud templates to fix some problems. However, the cloud templates require activation, and we were told that once we activated the theme, the site would be stuck where it was.
Should we activate the theme—will doing so prevent us from installing it on the live website? What should we do?

That is not correct, you can activate the theme for testing and for the live website. It is mentioned in the theme activation guide – https://tagdiv.com/how-to-activate-the-newspaper-theme/
So you can activate the theme where you use it now, and the cloud library will be unlocked. There will be no problem.
