I have looked everywhere for how to change the Newspaper ‘Voice Report’ hero banner, but I have been unsuccessful. Can someone give me the steps to do it?

Unfortunately you cannot edit that background. You can use a header template from the cloud library and edit it using the tagDiv Composer. You can find more details in our documentation here: https://tagdiv.com/overlay-header-newspaper-theme/
