How to disable Cloud Templates change permission for specific users

Hello there,

I publish articles by guest authors on my blog. I open a user account for each guest author and only give “edit_post” and “read” permissions. When users log in to the admin panel, they can list / add / modify Cloud templates (Cloud Library) in my blog. The previous day, a user entered here and accidentally changed and corrupted a cloud template. How do I disable for users to entering the “Cloud Templates” section?

Unfortunately there is no option in the theme that allow you to set permission for specific users, this is WordPress roles and capabilities -> https://wordpress.org/support/article/roles-and-capabilities/
I think that what you need to do can be done only using some custom code in theme files.
