On website https://okobserverorg.wpmudev.host/ on post author ‘John Thompson’, his picture appears fine on Microsoft IE/Edge browser, but only his name appears on the same page in Google Chrome.

Now we’re seeing it.
Please disable WP Smush and check. Also take note that our theme hasn’t been tested using webp images so we cannot say for sure that they work perfectly.
Disable the plugin and check again to see if everything sorts out.
