Use Google’s Lighthouse tool to get a detailed look at all of your too tap targets that are too small and too close together.

Ok, now start disabling the plugins that do not come with the Newspaper Theme and see wich one breaks the theme. After you disabled them you should be able to see is your Custom CSS tab is back there.
