Hi, how I can change the photo from the RomaniaNews header? And what format and dimensions to use?

That can be changed using the header manager as you can see here: https://www.screencast.com/t/wjPbiMyC
Also for the size of the image I recommend checking the sizes of the actual image.

I changed but it looks very bad. New image have same sizes and it s good quality, but looks like this:
